Chinese cities, factories lock down as Covid-19 outbreak spreads

All 17 million people in the Chinese tech hub of Shenzhen began their first full day under lockdown Monday, as restrictions spread across Shanghai and other major cities to combat an outbreak challenging the nation’s zero-tolerance Covid strategy.

The southern city of Shenzhen imposed the measure on Sunday to counter an Omicron flare-up in factories and neighbourhoods linked to nearby Hong Kong, which is recording scores of daily deaths as the virus runs rampant.

Major Apple supplier Foxconn suspended its operations in Shenzhen, the company said Monday, as the lockdown bit hard into economic activity across the factory hub.

Shenzhen is one of ten cities nationwide to have locked down all residents, though the measure was taken Monday in some parts of other major hubs including Dalian, Nanjing and Tianjin, which neighbours the capital.

Health officials have warned tighter restrictions could be on their way, as concerns mount over the resilience of China’s “zero-Covid” approach in the face of the highly-transmissible Omicron variant.

Authorities reported 2,300 new virus cases nationwide on Monday and almost 3,400 a day earlier, the highest daily figure in two years. 

“There have been many small-scale clusters in urban villages and factories,” Shenzhen city official Huang Qiang said at a Monday briefing.

“This suggests a high risk of community spread, and further precautions are still needed.”

Photos shared with AFP by a Shenzhen resident showed housing compound entrances blocked by large plastic barriers, as residents swapped jokes on social media about their rush to grab laptops from offices before the lockdown.

Tech stocks plummeted on the Hong Kong exchange on Monday, as concerns over the impact of the virus spread in Shenzhen — home to hubs for Foxconn, as well as Huawei and Tencent — spooked investors.

Toughing it out 
In Shanghai, residential areas and offices in some neighbourhoods remained sealed Monday as city authorities try to avoid a full lockdown.

Police tape, metal gates and rows of community workers in hazmat suits surrounded shuttered shops and homes in closed-off parts of the city.

Streets were noticeably quieter across the megacity, which reported around 170 new virus cases on Monday — enough to seed anxiety among businesses over the economic pain ahead.

A restauranteur with four outlets in different parts of Shanghai said he has to wade through a morass of hyper-local restrictions, giving an indication of how ordinary life in China is still spun on its head by a pandemic that the rest of the world has learned to cope with.

“Different districts adopt different policies,” he told AFP, requesting anonymity.

“I want to close one and keep the rest open, and see how it goes later. What else can I do except tough it out?”

Other outbreak epicentres have been less lucky.  

Jilin province in the country’s northeast recorded over 1,000 new cases for the second day in a row, and authorities banned residents leaving their cities without police permission.

At least five cities in the province have been locked down since the beginning of March, including the major industrial base of Changchun, whose nine million residents were confined at home Friday.

Health official Lei Zhenglong told state broadcaster CCTV that more than 10,000 domestic infections had been recorded in March so far across dozens of provinces, and warned the situation in many areas was “still developing”.

While the caseload is low in global terms, it is deeply alarming in China where authorities have been unrelenting in squashing clusters since early 2020.

At least 26 officials in three provinces have been dismissed due to their handling of local outbreaks, state media reported.

China has so far managed to control sporadic domestic outbreaks through a combination of snap lockdowns, mass testing and travel restrictions, but the latest outbreak is testing the limits of its playbook.

Top medical expert Zhang Wenhong said Monday that China cannot relax its zero-Covid policy just yet despite the low fatality rate of Omicron.

“It is very important for China to continue to adopt the strategy of community Covid-zero in the near future,” Zhang wrote on social media. 

“But this does not mean that we will permanently adopt the strategy of lockdown and full testing.”

Chia was widely used in pre-Columbian Mesoamerica and had medicinal and religious value in addition to its culinary applications. Together with beans, corn (maize), squash, and amaranth, chia seeds constituted a significant portion of the diet of the indigenous peoples. Aztecs commonly roasted the seeds and ground them into a flour, and warriors and messengers relied heavily on whole seeds for nourishment on long journeys. Given chia’s cultural and religious significance, Spanish conquerors banned its cultivation and replaced it with foreign grains, such as wheat and barley.

Until the late 20th century the plant was largely overlooked as a food crop, though it did gain some popularity in the United States in the 1980s as part of the terra-cotta novelties known as “chia pets.” It was not until agricultural engineer Wayne Coates began promoting the plant in the early 1990s that chia was recognized for its potential as an alternative crop and a health food.

Nutritionally, chia seeds are one of the most-concentrated sources of alpha-linolenic acid (ALA), a plant-based omega-3 fatty acid. They are also high in dietary fibre, protein, calcium, iron, magnesium, zinc, and antioxidants. Although other seeds, such as flaxseeds, must be ground to enhance their nutritional benefits, chia seeds are easily digested and thus can be eaten whole. They are commonly sprinkled on salads, sandwiches, hot or cold cereals, or yogurt and can be an ingredient of baked goods. The seeds can be mixed with water, juice, or milk to form a thick beverage or pudding and can also be sprouted and eaten fresh in salads and sandwiches. Given chia seeds’ high fibre content and ability to expand as a gel, there is some evidence that they may work as an appetite suppressant. They also show promise in reducing the risk of heart disease, cancer, and stroke, though further studies are needed.

How to Transfer Mailo land

Step 1
The Applicant must have in his/her possession fully completed set of Transfer
forms which include a Transfer form and two Consent forms, A photocopy of the
duplicate certificate of title and two authentic Passport photographs of the buyer
and seller.
Step 2
The Applicant presents the documents to the Valuation Division for valuation
assessment for Stamp duty. The Applicant checks with the Valuation Division
within a period of 3 working days to pick the form and proceed to pay stamp duty
and registration fees in the Bank. Stamp duty is 1% of the value of the land.
Assessment for payment of Registration fees is done by the respective District
Cashiers.
Step 3
Pay the fess in the Bank, get a receipt and your Transfer form embossed. Submit
all documentation together with the Duplicate Certificate of Title, receipts and
photocopies of all documents to the Mailo Registry.
Step 4
The photocopy is stamped ‘Received’. The applicant is asked to check after 10
working days.
Step 5
The Applicant presents identification documents and the Photocopies to collect the
Duplicate Certificate of Title. The applicant signs for the Title and the Photocopy is
stamped ‘Returned’ on completion.
Documents required: Duplicate Certificate of Title, set of Passport
photographs, embossed Transfer form and consent form and General
receipts of Payment.
Fees paid: Stamp duty- 1% of the value of the land; and Registration fees –
10,000/=

Routine Vaccines

Be sure that your routine vaccines, as per your province or territory, are up-to-date regardless of your travel destination.

Some of these vaccines include: measles-mumps-rubella (MMR), diphtheria, tetanus, pertussis, polio, varicella (chickenpox), influenza and others.

You may be at risk for these vaccine-preventable diseases while travelling in this country. Talk to your travel health professional about which ones are right for you.COVID-19

Coronavirus disease (COVID-19) is an infectious viral disease. It can spread from person to person by direct contact and through droplets in the air.

It is recommended that all eligible travellers complete a COVID-19 vaccine series along with any additional recommended doses in Canada before travelling. Evidence shows that vaccines are very effective at preventing severe illness, hospitalization and death from COVID-19. While vaccination provides better protection against serious illness, you may still be at risk of infection from the virus that causes COVID-19. Anyone who has not completed a vaccine series is at increased risk of being infected with the virus that causes COVID-19 and is at greater risk for severe disease when travelling internationally.

Hepatitis B is a disease of the liver spread through blood or other bodily fluids. Travellers who may be exposed (e.g., through sexual contact, medical treatment, sharing needles, tattooing, acupuncture or occupational exposure) should get vaccinated.Influenza

Seasonal influenza occurs worldwide. The flu season usually runs from November to April in the northern hemisphere, between April and October in the southern hemisphere and year round in the tropics. Influenza (flu) is caused by a virus spread from person to person when they cough or sneeze or by touching objects and surfaces that have been contaminated with the virus. Get the flu shot.Measles

Measles is a highly contagious viral disease. It can spread quickly from person to person by direct contact and through droplets in the air.

Anyone who is not protected against measles is at risk of being infected with it when travelling internationally.

Regardless of where you are going, talk to a health care professional before travelling to make sure you are fully protected against measles.Meningococcal disease

This country is in the African Meningitis Belt, an area where there are many cases of meningococcal disease. Meningococcal disease is a serious and sometimes fatal infection. Travellers who may be at high risk should consider getting vaccinated. High-risk travellers include those living or working with the local population (e.g., health care workers) or those travelling to crowded areas or taking part in large gatherings.Polio *Proof of vaccination*

Polio is present in this country. Polio can be prevented by vaccination, which is part of the routine vaccines for children in Canada.

Recommendation:

  • Be sure that your vaccination against polio is up to date.
  • One booster dose of the polio vaccine is recommended as an adult.  

Proof of vaccination:

If you are staying more than 4 weeks in this country, you may need to show proof of polio vaccination when you leave the country.

Make sure that the polio vaccination is documented on the International Certificate of Vaccination or Prophylaxis. This is the only document accepted as proof of vaccination.In Canada, they are provided at Yellow Fever Vaccination Centres.

Rabies is a deadly illness spread to humans through a bite, scratch or lick from an infected animal. Yellow fever is a disease caused by a flavivirus from the bite of an infected mosquito.

Travellers get vaccinated either because it is required to enter a country or because it is recommended for their protection.

Schistosomiasis can be spread to humans through freshwater sources contaminated by blood flukes (tiny worms). The eggs of the worms can cause stomach illnesses like diarrhea and cramps or urinary problems. Risk is generally low for most travellers. Avoid swimming in freshwater sources (lakes, rivers, ponds). There is no vaccine available for schistosomiasis.Travellers’ diarrhea

  • Travellers’ diarrhea is the most common illness affecting travellers. It is spread from eating or drinking contaminated food or water.
  • Risk of developing travellers’ diarrhea increases when travelling in regions with poor standards of hygiene and sanitation. Practise safe food and water precautions.
  • The most important treatment for travellers’ diarrhea is rehydration (drinking lots of fluids). Carry oral rehydration salts when travelling.

Typhoid

Typhoid is a bacterial infection spread by contaminated food or water. Risk is higher among children, travellers going to rural areas, travellers visiting friends and relatives or those travelling for a long period of time.

Travellers visiting regions with a risk typhoid, especially those exposed to places with poor sanitation should speak to a health care professional about vaccination.
Insects

Insects and Illness

In some areas in East Africa, certain insects carry and spread diseases like African trypanosomiasis (sleeping sickness), chikungunya, Crimean-Congo hemorrhagic fever, dengue fever, leishmaniasis, lymphatic filariasis, malaria, onchocerciasis (river blindness), Rift Valley fever, West Nile virus and yellow fever.

Travellers are advised to take precautions against bites.Chikungunya

There is currently a risk of chikungunya in this country. Chikungunya is a virus spread through the bite of an infected mosquito. Chikungunya can cause a viral disease that typically causes fever and pain in the joints. In some cases, the joint pain can be severe and last for months or years.

Protect yourself from mosquito bites at all times. There is no vaccine available for chikungunya.Crimean-Congo haemorrhagic fever

Crimean-Congo haemorrhagic fever is a viral disease that typically causes fever, bleeding under the skin, and pain. Risk is generally low for most travellers. It is spread to humans though contact with infected animal blood or bodily fluids, or from a tick bite. Protect yourself from tick bites and avoid animals. There is no vaccine available for Crimean-Congo haemorrhagic fever.Dengue

  • In this country, risk of dengue is sporadic. It is a viral disease spread to humans by mosquito bites.
  • Dengue can cause flu-like symptoms. In some cases, it can lead to severe dengue, which can be fatal.
  • The level of risk of dengue changes seasonally, and varies from year to year. The level of risk also varies between regions in a country and can depend on the elevation in the region.
  • Mosquitoes carrying dengue typically bite during the daytime, particularly around sunrise and sunset.
  • Protect yourself from mosquito bites. There is no vaccine or medication that protects against dengue fever.

Onchoceriasis

Onchocerciasis (river blindness) is an eye and skin disease caused by a parasite spread through the bite of an infected female blackfly.  Onchocerciasis often leads to blindness if left untreated. Risk is generally low for most travellers. Protect yourself from blackfly bites, which are most common close to fast-flowing rivers and streams. There is no vaccine available for onchocerciasis although drug treatments exist.Rift Valley fever

Rift Valley fever is a viral disease that can cause severe flu-like symptoms. In some cases, it can be fatal. It is spread to humans through contact with infected animal blood or tissues, from the bite of an infected mosquito, or eating or drinking unpasteurized dairy. Risk is generally low for most travellers. Protect yourself from bites and avoid infected animals and unpasteurized dairy. There is no vaccine available for Rift Valley fever.Zika Virus

Zika virus is a risk in this country.

Zika virus is primarily spread through the bite of an infected mosquito. It can also be sexually transmitted. Zika virus can cause serious birth defects.

Pregnant women and women planning a pregnancy should visit a health care professional before travelling to discuss the potential risks of travelling to this country. Pregnant women may choose to avoid or postpone travel to this country.

Travel recommendations:

  • Prevent mosquito bites at all times.
  • If you are pregnant, always use condoms correctly or avoid sexual contact with anyone who has travelled to this country for the duration of your pregnancy.
  • Women: Wait 2 months after travel to this country or after onset of illness due to Zika virus (whichever is longer) before trying for a pregnancy. If your male partner travelled with you, wait 3 months after travel or after onset of illness due to Zika virus (whichever is longer).
  • Men: Wait 3 months after travel to this country or after onset of illness due to Zika virus (whichever is longer) before trying for a pregnancy.

Malaria

Malaria

  • There is a risk of malaria throughout the year in the whole country.
  • Malaria is a serious and occasionally fatal disease that is spread by mosquitoes. There is no vaccine against malaria.
  • Protect yourself from mosquito bites. This includes covering up, using insect repellent and staying in well-screened air-conditioned accommodations. You may also consider sleeping under an insecticide-treated bednet or pre-treating travel gear with insecticides.
  • See a health care provider or visit a travel health clinic, preferably six weeks before you travel to discuss the benefits of taking antimalarial medication and to determine which one to take.

Animals

Animals and Illness

Travellers are cautioned to avoid contact with animals, including dogs, monkeys, snakes, rodents, and bats. Certain infections found in some areas in East Africa, like avian influenza, Ebola, and rabies, can be shared between humans and animals.Plague

There is a risk of plague in this country. Plague is a bacterial disease that can cause serious illness, and if left untreated, death.

The occurrence of cases in areas where the plague bacteria are known to circulate can be influenced by weather and environmental conditions. In some countries, this results in seasonal outbreaks.
Travellers to areas where plague routinely occurs may be at risk if they are camping, hunting, or in contact with rodents.

Plague is spread by:

  • bites from fleas infected with the plague
  • direct contact with body fluids or tissues from an animal or person who is sick with or has died from plague

Overall risk to travellers is low. Protect yourself by reducing contact with fleas and potentially infected rodents and other wildlife.
Person-to-Person

Person-to-Person Infections

Crowded conditions can increase your risk of certain illnesses. Remember to wash your hands often and practise proper cough and sneeze etiquette to avoid colds, the flu and other illnesses.

Sexually transmitted infections (STIs) and HIV are spread through blood and bodily fluids; practise safer sex.Ebola virus disease (EVD)

Sporadic outbreaks of Ebola virus disease (EVD) occur in this country. 

EVD is caused by a virus that is spread through contact with infected bodily fluids (from people or animals). It is very serious and often fatal.

Avoid contact with body fluids of people with EVD or unknown illnesses. Avoid contact with wild animals. There is a vaccine to prevent EVD available under certain circumstances; however, it is not authorized for sale in Canada.HIV

HIV (Human Immunodeficiency Virus) is a virus that attacks and impairs the immune system, resulting in a chronic, progressive illness known as AIDS (Acquired Immunodeficiency Syndrome). 

High risk activities include anything which puts you in contact with blood or body fluids, such as unprotected sex and exposure to unsterilized needles for medications or other substances (for example, steroids and drugs), tattooing, body-piercing or acupuncture.Tuberculosis

Tuberculosis is an infection caused by bacteria and usually affects the lungs.

For most travellers the risk of tuberculosis is low.

Travellers who may be at high risk while travelling in regions with risk of tuberculosis should discuss pre- and post-travel options with a health care professional.

High-risk travellers include those visiting or working in prisons, refugee camps, homeless shelters, or hospitals, or travellers visiting friends and relatives.

Medical facilities are extremely limited outside Kampala. Serious illness or emergencies may require evacuation by air ambulance at the patient’s expense. Ensure you have sufficient prescription medicine and medical supplies for the duration of your trip. Make sure you get travel insurance that includes coverage for medical evacuation and hospital stays.

Entry/exit requirements To and From Canada

COVID-19 – Entry, exit and transit restrictions and requirements

Most governments have implemented special entry and exit restrictions and requirements for their territory due to COVID-19.

Foreign authorities might not recognize or accept proof of vaccination issued by Canadian provinces and territories. You may need to obtain a translation, a notarization, an authentication, or the legalization of the document.

Before travelling, verify if the local authorities of both your current location and destinations have implemented any restrictions or requirements related to this situation.

Restrictions imposed could include:

  • entry and exit bans, particularly for non-residents
  • quarantines of 14 days or more upon arrival, some in designated facilities, at your own cost
  • quarantines before your planned departure if you test positive for COVID-19, resulting in a delayed departure
  • health screenings and certificates as well as proof of adequate travel health insurance
  • border and airport closures
  • flight suspensions to/from certain destinations, and in some cases, all destinations
  • suspensions or reductions of other international transportation options

Additional restrictions can be imposed suddenly. Airlines can also suspend or reduce flights without notice. Your travel plans may be severely disrupted, making it difficult for you to return home. Consider even your transit points, as transit rules are in place in many destinations.

  • Monitor the media for the latest information
  • Contact your airline or tour operator to determine if the situation will disrupt your travel plans
  • Contact the nearest foreign diplomatic office for information on destination-specific restrictions

You should not depend on the Government of Canada for assistance to change your travel plans.

Passport

Canadians must present a passport to visit Uganda, which must be valid for at least six months beyond the date of expected departure from that country. Prior to travelling, ask your transportation company about its requirements related to passport validity, which may be more stringent than the country’s entry rules.

If you are travelling with a temporary passport or an emergency travel document, you may be subject to different entry requirements. Check with foreign diplomatic representatives in Canada for up-to-date information.

Official (special and diplomatic) passport holders must consult the Official Travel page, as they may be subject to different entry requirements.

Visas

Canadians must be in possession of a visa to enter Uganda.

While you can obtain a visa on arrival, you should first attempt to get a visa online. Apply as far in advance of your trip as possible, as delays could occur. You may need proof that you first attempted to apply online, before being granted a visa on arrival.

Some travellers without an e-visa have been refused entry, even though they technically qualified for visa on arrival.

COVID-19 and International Travel

Note

The Public Health Agency of Canada is advising travellers to practise enhanced health precautions when travelling internationally.

COVID-19 continues to circulate in Canada and internationally. The COVID-19 situation at your destination can change rapidly and can vary considerably from one destination to another, and even between regions within a country.

The virus that causes COVID-19 continues to change over time and new variants will appear. Remain vigilant and take measures to protect yourself and limit the spread to others.

Consult a health care professional or visit a travel health clinic preferably at least 6 weeks before you travel. Discuss which travel vaccinations may be right for you.

Anyone who has not completed a COVID-19 vaccine series should continue to avoid non-essential travel to all destinations. If you must travel, consider delaying your plans until you’re fully vaccinated.

All eligible travellers should complete a COVID-19 vaccine series along with any additional recommended doses in Canada, at least 14 days before travelling.

  • COVID-19 vaccines are effective at preventing severe illness, hospitalization and death from COVID-19. They can also provide some protection against infection with the virus that causes COVID-19.

Monitor and review Canada’s entry requirements before and during your travel as they may change, with implications for your re-entry into Canada. 

During your travel, destinations you are visiting may enforce strict lockdowns and/or limits on outgoing travel. You may also be subject to your destination’s infection-management procedures, such as isolation, should you get COVID-19 while abroad. You may have limited access to timely and appropriate health care should you become ill.

Before you travel

Do not travel if you:

  • currently have symptoms of COVID-19, even if mild
  • are in COVID-19 related quarantine or isolation 
  • have tested positive or had symptoms of COVID-19 within the last 10 days
  • are waiting for the results of a COVID-19 test
  • have been in close contact with someone who has or is suspected to have COVID-19

If you are well and decide to travel:

  • Check for COVID-19 testing and vaccination requirements, as well as other entry requirements for your destination. Information on these requirements can be found on the Entry/exit requirements tab of your destination page:

Travel Advice and Advisories

  • Monitor the COVID-19 situation at your destination in the days before travelling.
  • Make sure you meet the requirements to board a flight in Canada if flying.
  • Review Canada’s entry requirements and exemptions for your return
  • Find the contact information for the Canadian embassy or consulate closest to your destination and keep the information with you, in case:
    • there is an unforeseen lockdown, or
    • local health services become overwhelmed
  • Consider the availability and potentially high cost of adequate medical services in your destination, should you become ill.
  • Check with your travel insurance provider and make sure you’re covered for:
    • COVID-19-related medical expenses
    • other non-COVID-19 emergency-related expenses
    • trip interruption
  • Plan for delays to your return home, including the financial implications and the practical arrangements (e.g. flight re-booking, extended accommodations at the destination etc.) you may need to make.

During your travel

  • Stay informed of the local COVID-19 situation and follow local COVID-19 public health advice and regulations.
  • Know where to access medical care, including a COVID-19 test.
  • Consistently follow individual public health measures, regardless of your vaccination status. These measures are most effective when layered together along with vaccination.
  • Follow local public health advice on when you should wear a mask. Even if masks aren’t required in your area or the setting you’re in, wearing a high quality, well fitted mask is an added layer of protection.
    • Whether you’re vaccinated or not, you should consider wearing one in shared spaces with people from outside of your immediate household.
  • Physical distancing may be required or recommended in public settings and is advised when in shared spaces with people you don’t live with.
  • Wash your hands often with soap under warm running water for at least 20 seconds.
    • Use alcohol-based hand sanitizer (containing at least 60% alcohol) if soap and water are not available. It’s a good idea to always keep some with you when you travel.
  • When coughing or sneezing, cover your mouth and nose with your arm to reduce the spread of germs.
    • If you use a tissue, dispose of it as soon as possible and wash your hands afterwards.
  • Avoid touching your eyes, nose or mouth with unwashed hands.

The types of activities and actions you take while travelling will influence the likelihood of your exposure to the virus that causes COVID-19.

  • Avoid high-risk activities, such as visiting crowded indoor or outdoor settings. Examples include:
    • large live performances
    • busy bars or sports events
    • travel in crowded and closed-in and/or poorly ventilated forms of transportation (e.g., a local bus/minibus)
  • Consider selecting activities and forms of transportation where proof of vaccination is required
  • Use caution in closed spaces and crowded places when with people from outside of your immediate household or travel group. When possible improve indoor air quality in shared spaces by opening windows and doors when it is safe to do so and as weather permits.

Returning to Canada

Do not travel if you:

  • become sick with symptoms consistent with COVID-19, even if mild, before your planned return to Canada
  • have been asked to quarantine or isolate due to COVID-19
  • have been diagnosed with COVID-19 in the last 10 days
  • are waiting for the results of a COVID-19 test
  • have been in close contact with someone who has or is suspected to have COVID-19

Ensure you’ve obtained a negative COVID-19 test before returning to Canada.

Canadian entry requirements may change during your travel. Regularly review the entry requirements and exemptions for your situation.

If you feel sick or experience any symptoms of COVID-19 during your flight to Canada or upon arrival, you must inform the flight attendant or a Government of Canada screening or quarantine officer immediately.

  • If you don’t have symptoms but believe you were exposed to someone with COVID-19, report this information to a screening or quarantine officer on arrival in Canada. This is required under the Quarantine Act. The screening or quarantine officer will provide instructions for you to follow.

COVID-19 – Preventative measures and restrictions

In an attempt to limit the spread of COVID-19, most governments have implemented preventative measures and restrictions.

These could include:

  • curfews, movement restrictions, or lockdowns
  • the obligation to wear a face-covering, a surgical or respirator mask in some circumstances
  • the obligation to present proof of vaccination or a COVID-19 test result to access public and private services and spaces, including transportation, restaurants and cultural sites

Foreign authorities might not recognize or accept proof of vaccination issued by Canadian provinces and territories. You may need to obtain a translation, a notarization, an authentication, or the legalization of the document.

Before travelling, verify if specific restrictions or requirements are in effect.

Foreign Representatives in Canada

Terrorism

There is a threat of terrorism in Uganda. On November 16, 2021, there were two explosions in the central business district of Kampala, resulting in many casualties. These explosions are among three others since October 2021.

Further attacks are likely. While the attacks do not appear to have targeted foreigners, exercise increased caution in and around Kampala.

Targets could include:

  • public areas such as tourist attractions, restaurants, bars, coffee shops, shopping centres, markets, hotels and other sites frequented by foreigners
  • government buildings, including schools
  • places of worship
  • airports and other transportation hubs and networks

Always be aware of your surroundings when in public places. Expect a heightened presence of security forces in Kampala. They may conduct increased security checks in public areas.

Border with the Democratic Republic of Congo

The volatile security situation in the eastern part of neighbouring Democratic Republic of Congo (DRC) could lead to possible incursions into western Uganda by armed rebel groups from the DRC.

At the end of November 2021, Uganda and the Democratic Republic of Congo started a joint military operation against the Allied Democratic Forces (ADF) in North Kivu and Ituri provinces of the DRC, near Virunga National Park.

Ugandan military troops are present on both sides of the border. There is also a risk of banditry in this area.

Border with South Sudan

The border with South Sudan is porous and banditry and criminality are a concern. Inter-communal tensions and clashes are common in this area. Given the security situation in South Sudan, we recommend that you avoid travelling to areas within 50 km from the border.

Karamoja Province

Clashes between tribal groups occur, especially in districts north of Kate Kyoga. There is also a risk of banditry.

Western Uganda

Western Uganda has a history of inter-ethnic violence.

Due to political tensions between Uganda and Rwanda, the land border may be closed without notice. Be sure to check that it’s open before trying to cross.

Crime

Armed banditry, car thefts, muggings and kidnappings occur throughout Uganda and foreigners have been targeted.

Petty crime, including pickpocketing, purse and jewellery snatching and theft from hotel rooms and vehicles, occurs regularly.

If attacked, don’t resist, as offering resistance may result in violence.

Armed robberies

Armed robberies are perpetrated against pedestrians, even during day time.

Armed robberies also occur along roadways, particularly at night.

Keep your vehicle doors locked at all times, windows closed and personal belongings, including handbags, safely stored.

  • Don’t leave items such as laptops and briefcases in unattended vehicles
  • Don’t display jewellery or electronics when walking
  • Remain vigilant when using public transportation or walking along deserted streets
  • Avoid walking and driving at night

Taxi and matatu (minibus) operators have robbed their passengers and stranded them far from their destination. Avoid taking taxis or matatus that have only one or two passengers, and ensure that your personal belongings are secure at all times when using public transportation.

Demonstrations

Demonstrations may occur. Even peaceful demonstrations can turn violent at any time. They can also lead to disruptions to traffic and public transportation.

  • Avoid areas where demonstrations and large gatherings are taking place
  • Follow the instructions of local authorities
  • Monitor local media for information on ongoing demonstrations

Women travelling alone may be subject to some forms of harassment and verbal abuse.

Road safety

A lack of traffic signs, reckless driving habits, wandering animals, pedestrians and poor road conditions pose risks. Pedestrians should exercise caution when crossing roads. There are many fatal road accidents in Uganda. The Jinja–Kampala and Maska–Kampala roads are of particular concern. Alcohol is often a contributing factor to accidents, particularly at night. Highway travel is dangerous, especially after dark, because of banditry and poor visibility. Avoid driving outside major cities after dark.

If travelling to Uganda by road, you should get information from the appropriate border police station regarding the security situation at your next destination.

Public transportation

Avoid intercity buses (especially overnight long-distance buses) and vans. Fatal accidents caused by reckless driving, excessive speed and poor vehicle maintenance have occurred in the past.

Maintain a high level of personal security awareness at all times and in all places. Take appropriate security measures, particularly on roads linking a city centre to residential areas, and refrain from travelling at night.

Never leave your bags unsupervised at a ticket office or a registration desk. Ensure that your personal belongings, including passports and other travel documents, are secure at all times, and that your credit and debit cards, cash and any other financial resources are not all kept in the same place.

Don’t show signs of affluence. Don’t carry large sums of money.

Travelling in groups is recommended.

Identification

Carry a photocopy of your passport’s identification page and the page containing your visa, and keep the original in a secure place.

Tourist facilities and infrastructure are adequate in Kampala, Jinja and larger national parks, but limited elsewhere in the country.

Spiked food and drinks

Never leave food or drinks unattended or in the care of strangers. Be wary of accepting snacks, beverages, gum or cigarettes from new acquaintances. These items may contain drugs that could put you at risk of sexual assault and robbery.

Effectiveness of vaccination

Vaccination is one of the most effective ways to protect our families, communities and ourselves against COVID-19. Evidence indicates that the vaccines used in Canada are very effective at preventing severe illness, hospitalization and death from COVID-19.

The primary series of mRNA vaccines (Pfizer-BioNTech Comirnaty or Moderna Spikevax), plus a booster dose, offers better protection against Omicron infection and severe disease than the primary series alone. Among people who are vaccinated, studies show that:

  • their level of protection against infection from the primary series decreases over time and is low against Omicron, but can be improved with a booster dose
  • the primary series appears to maintain good protection against severe disease (such as hospitalization) caused by Omicron
  • protection against severe disease is higher after a booster dose

Vaccination is very important, even if you’ve been previously infected with COVID-19. While infection alone provides some protection, vaccination after infection helps improve the immune response and may provide better and longer-lasting protection.

Risk factors for exposure and severe outcomes should be assessed when considering the timing of COVID-19 vaccination. Contact your local public health authority for more information on when you should get vaccinated after having COVID-19.

Variants of concern

Viruses change over time. While most changes aren’t significant, some can create new variants of concern.

Having as many people vaccinated as possible reduces the risk of ongoing circulation of the virus. That’s because the circulation of the virus could result in the development of new variants of concern.

Recommended doses

For best protection against COVID-19, it’s important to receive a primary series as well as a booster dose if you’re eligible for it.

A primary series consists of:

  • 2-dose series of any combination of the following vaccines or:
    • Moderna Spikevax
    • Novavax Nuvaxovid
    • AstraZeneca Vaxzevria
    • Pfizer-BioNTech Comirnaty
  • a single-dose Janssen (Johnson & Johnson) vaccine

It’s important to return for your second dose. The National Advisory Committee on Immunization (NACI) recommends an 8-week interval between your first and second dose. This results in better protection than with a shorter time between doses.

People 18 years of age and over are eligible for a booster dose. NACI recommends that this booster dose be given at least 6 months after completion of the primary series.

Receiving all your recommended doses provides:

  • very good protection against severe illness, hospitalization and death
  • some protection against getting infected and becoming sick
    • this protection may decrease over time and isn’t as effective for Omicron as with other variants

Follow public health measures

Regardless of your vaccination status, continue to follow public health measures to help prevent the spread of COVID-19, including variants of concern.

Individual public health measures are most effective when layered together and include:

  • wearing a well-fitting mask
    • choose the best quality and best fitting mask or respirator that’s available to you
  • improving indoor ventilation
  • maximizing physical distance from others

If you develop symptoms of COVID-19:

  • isolate yourself away from others and
  • follow the advice of your local public health authority on testing and isolation requirements

Police in Dokolo District are investigating circumstances under which a senior Uganda People’s Defence Forces (UPDF) officer at the rank of captain is said to have committed suicide on Monday by shooting himself on the head.

Captain Binasia Olaka, the coordinator of Operation Wealth Creation (OWC) in Lira City East Division, Lira District is alleged to have shot himself with the AK47 assigned to him by the army at his home in Dokolo town council at around 3pm.The officer’s wife, Ms Florence Olaka, told police that she was shelling groundnuts in their compound when her husband returned home and entered the house saying he wanted to take a nap.

UNEB releases 2022 calendar for national exams

The Uganda National Examinations Board (UNEB) has set October – December 2022 as the period for conducting the national examinations.

Primary Leaving Examinations (PLE) will take place from November 7 to 9, Uganda Certificate of Education (UCE) examinations will be held from October 14 to November 18, 2022, and the Uganda Advanced Certificate of Education (UACE) examinations will be from November 18 to December 9, 2022.

The registration fees for candidates have been maintained – PLE is Shs34,000, UCE Shs164,000 and UACE Shs186,000.

‘We will not give up a single inch of our territory’: Ukrainian foreign minister

Foreign Minister Dmytro Kuleba says Ukraine will “not give up a single inch of … territory” after agreeing to talks with Russia.

“We go there [to the talks] to listen to what Russia wants to say, we are going without any … preliminary agreement on what the outcome of these talks can be. We are going there to listen and to say what we think of this war and Russia’s actions,” Kuleba said in a televised address.

“Between now and the moment that the talks are wrapped up, [Belarusian President Alexander] Lukashenko assured President Zelenskyy that no Belarusian military force will be used against Ukraine,” he added.

“We can only hope that Lukashenko will stick to his word. And between now and the moment when these talks are wrapped up, we will continue to fiercely defend our country, to defeat Russian forces if they try to continue their offensive operations.

“We will continue to defeat them in the territories that they have taken under their control – we will not stop, until we defend our country entirely. So there is nothing bad in talking as such, and if the outcome of these talks is peace, that should be welcomed.

“But we will not, and I want to make it very clear, we will not give up a single inch of our territory.”


EU says 300,000 Ukrainian refugees have entered the bloc so far

At least 300,000 Ukrainian refugees have crossed into the European Union since Russia began its offensive, the bloc’s home affairs commissioner has said.

“I am proud of how the European citizens at the borders are showing concrete solidarity with Ukrainians fleeing this terrible, aggressive war,” Ylva Johansson told reporters on her arrival for a special meeting of EU interior ministers in Brussels to discuss the fallout of the war in Ukraine.

She also said the bloc needs to prepare for even larger numbers of arrivals yet.


Ukraine will ‘prevail’ amid Russia’s assault, foreign minister says

Ukraine’s president says Kyiv has agreed to send a delegation for talks “without preconditions” with Russian officials on the Ukraine-Belarus border.

He did not give a precise time for the meeting, but said Lukashenko, a Putin ally, “has taken responsibility for ensuring that all planes, helicopters and missiles stationed on Belarusian territory remain on the ground during the Ukrainian delegation’s travel, talks and return.


Putin puts nuclear forces on high alert

Putin has ordered his military command to put Russia’s deterrence forces – a reference to units which include nuclear arms – on high alert, citing aggressive statements by NATO leaders and economic sanctions against Moscow.

“As you can see, not only do Western countries take unfriendly measures against our country in the economic dimension – I mean the illegal sanctions that everyone knows about very well – but also the top officials of leading NATO countries allow themselves to make aggressive statements with regards to our country,” Putin said on state television.

Tanks in the middle of Bucha, resident says

Russian tanks are stationed in the middle of Bucha, a city 30km (18 miles) west of Kyiv, a local resident told Al Jazeera by phone.

The man, who wished to remain unidentified, said one of the tanks was standing right outside his house. He claimed Russian servicemen shower the houses on the street with bullets from their assault rifles, but are “afraid” to enter the properties.

Another town, Makarov, 50km (31 miles) west of Kyiv, is “being attacked” by Russian tanks, a resident told Al Jazeera by phone. Her family, including two teenage girls, is hiding in the basement of her house, she said.

The woman also wished to remain unidentified.

More European states bar Russian planes from their airspace

A string of European countries, including Germany and Finland, have said they are preparing to close their airspace to Russian planes, mirroring measures already taken by other states on the continent.

Sweden, Denmark and Iceland were alongside Berlin and Helsinki as the latest to take action.

Germany said its ban will last for three months and apply to all Russian flights from 14:00 GMT on Sunday as the screws tighten on Moscow over its invasion of Ukraine. Only humanitarian flights will be exempt from Berlin’s measure.

‘Stress and tension’ throughout Ukraine amid hunt for saboteurs

“These saboteurs are set upon by anybody available, that can be civilians with free, hand-out guns, or it can be the security forces,” Simmons said.

Greece to send defence supplies to Ukraine

Greece is sending defence supplies to Ukraine in response to a request from Kyiv, Prime Minister Kyriakos Mitsotakis’s office says.

Two C-130 military transport planes will carry the supplies to Poland, from where they will be transported onwards to Ukraine, the office said.

The move comes after Athens said on Saturday that 10 Greek nationals had been killed and six others wounded by Russian bombings near the city of Mariupol, in southeastern Ukraine.

In an address to lawmakers at a special parliamentary sitting, Scholz said the central question now confronting Western powers was whether they can muster enough force to check “warmongers” like Russian President Vladimir Putin.

EU should fund weapons and fuel for ‘heroic’ Ukraine, Borrell says

The European Union’s foreign policy chief says he will propose using the bloc’s funds to help finance weapons and other supplies for Ukraine during a meeting of its foreign ministers later.

“I will propose to [EU foreign] ministers to use the European Peace Facility for two emergency assistance measures,” Josep Borrell said in a statement before the virtual meeting.

“These aim to finance the supply of lethal material to the heroic Ukrainian army, which is fighting with fierce resistance against the Russian invaders and provide urgently needed non-lethal supplies, such as fuel.


Portugal to supply military equipment to Kyiv

Portugal will send military equipment to Ukraine, including ammunition and grenades, the country’s defence ministry has said.

Lisbon is to dispatch “vests, helmets, night-vision goggles, grenades and ammunition”, the ministry said in a statement on Twitter.

“Portugal supports Ukraine, which is defending itself against an unjustified, illegal and unacceptable invasion,” Defence Minister Joao Cravinho said in a separate tweet.

The move means Portugal joins several other Western nations in dispatching military aid to Kyiv as it stares down Russia’s attack.

Putin has been suspended as honorary president of the International Judo Federation (IJF), the governing body has announced.

“In light of the ongoing war conflict in Ukraine, the International Judo Federation announces the suspension of Mr Vladimir Putin’s status as Honorary President and Ambassador of the International Judo Federation,” the IJF said in a statement.

A judo blackbelt, 69-year-old Putin is a keen practitioner of the discipline and has co-authored a book titled “Judo: History, Theory, Practice”.

‘We try to do everything we can to help our army’: Dnipro blood bank volunteer

Tatyana, a mother of two children – aged six and nine – and a volunteer at a blood bank in the city of Dnipro in central Ukraine, says the situation in the country is “very scary”.

“We just try to do everything we can now, gathering all our power to volunteer, to do something and help our army,” Tatyana, who declined to give her surname, told Al Jazeera.

“[I came here] because I can’t just sit at home and do nothing,” she added.

“I am going to stay here [in Dnipro] for as long as I can – only if there is a very big danger to my kids will I drive to another region, but for now I’m not going to leave Dnipro … this is my city and I want to do everything I can to keep it safe.”


Turkey calls Russia’s assault a ‘war’

Turkey has called Russia’s invasion of Ukraine a “war” in a rhetorical shift that could pave the way for the NATO member nation to enact an international pact limiting Russian naval passage to the Mediterranean and the Black Sea.

Under the 1936 Montreux Convention, Turkey has control over the Dardanelles and Bosphorus Straits that connect the Mediterranean and the Black Sea and can limit the passage of warships during wartime or if threatened.

Balancing its Western commitments and close ties to Moscow, Ankara has said the Russian attack is unacceptable but until now had not described the situation as a war.

“On the fourth day of the Ukraine war, we repeat President [Recep Tayyip] Erdogan’s call for an immediate halt of Russian attacks and the start of ceasefire negotiations,” presidential spokesman Ibrahim Kalin said on Twitter.

Kyiv has appealed to Ankara to block any more Russian warships from passing through the straits towards the Black Sea, from which Moscow has launched one of its incursions on Ukraine’s southern coast.


Ukrainian official says 4,300 Russian soldiers killed

Ukraine’s deputy defence minister has claimed that approximately 4,300 Russian servicemen have been killed in fighting so far.

Hanna Malyar said in a statement posted on Facebook that the exact number was being clarified, but alleged that Ukrainian forces had also destroyed about 146 tanks, 27 planes and 26 helicopters.

There was no immediate response to the claims from Moscow, and Al Jazeera was unable to independently verify the figures provided.


Zelenskyy adviser claims military situation largely unchanged

An adviser to Zelenskyy says the military situation has not changed significantly in Ukraine, claiming the country’s armed forces are still in control of the territory west of Kyiv and Russian troops not making any advance in the south.

Russian president thanks special forces for fulfilling ‘heroic duty’

Putin has thanked Russia’s special forces for their actions in Ukraine, singling out those who are “heroically fulfilling their military duty” for praise.

“Special gratitude to those who these days are heroically fulfilling their military duty in the course of a special operation to provide assistance to the people’s republics of Donbas,” Putin said in a televised address, citing the two breakaway regions – the self-proclaimed Donetsk People’s Republic (DPR) and Luhansk People’s Republic (LPR) – in eastern Ukraine.


Moscow’s proposals for Belarus talks widely seen ‘as a ploy’

Al Jazeera’s Dorsa Jabbari, reporting from Moscow, says it seems clear that Russia’s proposals for talks with Ukraine in Belarus are “not going to happen” despite the Kremlin’s apparent insistence over the country as the venue for any such discussions.

“The Kremlin has said that they are ready and willing to have discussions but it seems like they are adamant they want to have these negotiations in Belarus,” Jabbari said.

“And, of course, the Ukrainians have said they are willing to discuss a format for talks … but the location is important [for them] because we know that Belarus is one of the areas have entered into Ukraine from,” she added.

“So it is very unclear what the Russians are thinking, but a lot of people have said that this seems to be yet another ploy [by Moscow], in order to make it appear that the Russians are willing to hold talks.”


UK says Russia ‘cannot negotiate with a gun to the head of the Ukrainians’

The UK’s foreign secretary has said Ukraine cannot hold talks with Russia while Moscow has troops stationed in the country.

“Now if the Russians are serious about negotiations they need to remove their troops from Ukraine. They cannot negotiate with a gun to the head of the Ukrainians … So frankly, I don’t trust these so-called efforts of negotiation,” Liz Truss told Sky News.


Ukrainian president slams Russian ‘terror’

Zelenskyy has urged world powers to scrap Russia’s voting power at the UN Security Council, claiming Russian actions in his country verged on “genocide”.

“This is terror. They are going to bomb our Ukrainian cities even more, they are going to kill our children even more subtly. This is the evil that has come to our land and must be destroyed,” the Ukrainian president said in a short video message.

“Russia’s criminal actions against Ukraine bear signs of genocide,” he added.

There was no immediate response from Moscow, which itself has accused Ukraine’s government of carrying out a “genocide” in the country’s war-torn eastern Donbas region, where Russian-backed separatists control swaths of territory.

Ukraine death toll: What we know so far

Many people have reportedly been killed in Ukraine in Russia’s assault, with fighting widespread across the country.

The UN said late on Saturday that it had confirmed reports of at least 64 civilian deaths. However, it added it believed the “real figures are considerably higher” because many reports of casualties remain unconfirmed.

Situation in Kharkiv ‘very fluid’, but Ukrainian forces fighting ‘fiercely’

Maria Avdeeva, the Kharkiv-based research director for Ukraine’s European Expert Association think-tank, has told Al Jazeera that heavy shelling started in the city late on Saturday and continued throughout the night and early this morning.

“I’ve even heard the [sound] of guns on the streets,” Avdeeva said.

“What we know now is that Russia is entering the city in small groups, on lighter military vehicles, and they are [being] destroyed by the Ukrainian military. Some of the groups were already destroyed, they tried to get close to the city centre and we see many images of the destroyed Russian military vehicles on the streets,” she added.

“The situation is very fluid, the Ukrainian military fights back fiercely, and there are also territorial defence units here as well, and these people will also participate in this fight on the streets.”


Russians intend to use Kharkiv as a ‘rear base’

Local authorities in Kharkiv say some light Russian vehicles have managed to enter the city from the northeast, according to Al Jazeera’s Hoda Abdel-Hamid.

“It seems the city, from what we understand, is now surrounded from all sides by the Russians and it is difficult for civilians to get out of there,” Abdel-Hamid said from Dnipro.

“Kharkiv is so close to the Russian border, about 40 kilometres (24 miles) from there, and a lot of people that live there are ethnically Russian,” she added.

“There are a lot of commercial links between the two sides and even family links between the two sides, and I think the Russians were quite surprised to see that that city has put up a fight and is resisting.

“The Russians want to use Kharkiv as some sort of a rear base and from there head south, maybe towards here, Dnipro, which is a city that they would like to take.”

Russian troops have entered Kharkiv, regional official says

Ukrainian forces are battling Russian troops on the streets of Ukraine’s northeastern city of Kharkiv, Sinegubov says.

“The Russian enemy’s light vehicles have broken into Kharkiv, including the city centre,” the regional governor said. “Ukraine’s armed forces are destroying the enemy. We ask civilians not to go out.”

Videos published by Ukraine’s State Service of Special Communications and Information Protection showed several light military vehicles moving along a street and, separately, a burning tank.


China’s envoy to Ukraine postpones evacuation of citizens

China’s envoy to Ukraine has said current conditions in the country mean it is too unsafe to evacuate citizens.

In a lengthy video message on the embassy’s official WeChat account, Chinese ambassador Fan Xianrong sought to dispel rumours he had left Kyiv and reassure Chinese nationals left stranded in the war-torn country.

Ukraine says Russian troops have blown up a gas pipeline in Kharkiv

Russian troops have blown up a natural gas pipeline in the Ukrainian city of Kharkiv, Ukraine’s state communications service says.

A mushroom-shaped explosion was shown in a video it posted on the Telegram messaging app.

It was not immediately clear how important the pipeline was and whether the blast could disrupt gas shipments outside the city or country. Despite the war, Ukraine continues to ship Russian natural gas to Europe.


Ukraine roads company removing road signs to confuse Russians

A Ukrainian company in charge of building and maintaining roads says it is removing all road signs that could be used by invading Russian forces to find their way around the country.

“The enemy has poor communications, they cannot navigate the terrain,” Ukravtodor said in a Facebook post. “Let us help them get straight to hell.”

The company posted an edited photo of a standard road sign in which directions to nearby cities have been replaced with profanities.

Town near Ukraine’s Kyiv hit by missiles, oil terminal on fire

Russian missiles have hit the Ukrainian town of Vasylkiv, southwest of Kyiv, setting an oil terminal ablaze, the town’s mayor says.

“The enemy wants to destroy everything around,” Natalia Balasinovich said in a video posted online.


At least 64 civilians killed in Ukraine: UN

The UN says it has confirmed at least 240 civilian casualties, including at least 64 people killed, in the fighting in Ukraine, although it believes the “real figures are considerably higher” because many reports of casualties remain to be confirmed.

The UN Office for the Coordination of Humanitarian Affairs (OCHA) relayed the count from the UN human rights office, which has strict verification procedures concerning death tolls in conflicts.

OCHA also said damage to civilian infrastructure has deprived hundreds of thousands of people of access to electricity or water, and produced a map of “humanitarian situations” in Ukraine – mostly in the country’s northern, eastern and southern regions.


Details of financial sanctions are ‘all that matters’

Al Jazeera’s Patty Culhane, reporting from Washington, DC, says the decision by Western allies to cut Russia out of the SWIFT global payment system may affect some European countries.

“When it comes to financial sanctions, the details are really all that matters,” she said. “The key here is how many banks are they going to go after – are they going to go after the truly powerful ones,” Culhane said.

“Cutting some banks off would be very bad for those banks … can they do it so that it’s not so bad for the European economy,” she added.


UK says Russian forces limiting social media access for own people

Britain has said that Russian forces restricted access to a number of social media platforms in an attempt to conceal details about the situation in Ukraine from their own people.

“Russian forces are sustaining casualties and a number of Russian troops have been taken prisoner by Ukrainian forces,” the Ministry of Defence said in an intelligence update. “They are suffering from logistical challenges and strong Ukrainian resistance.”


Ukrainian tennis player Yastremska flees to safety in France

Ukrainian tennis star Dayana Yastremska has fled her native country and is now safe in France, the 21-year-old said in a social media post.

Yastremska, who has won three WTA titles and been ranked as high as world number 21, says she and her younger sister left Odesa with help from their parents.

“Tired, but my sister and I are safe!” she posted in an Instagram story, which showed their arrival in Romania en route to France. “Thank you France. Ukraine stay strong. We miss you Home, Mum and Dad.”


UN to launch appeal to fund humanitarian operations in Ukraine

Secretary-General António Guterres has announced that the UN will launch an appeal to fund its humanitarian operations in Ukraine.

A UN spokesperson said Guterres spoke with Zelenskyy over the phone.

“The Secretary-General conveyed to the President the determination of the United Nations to enhance humanitarian assistance to the people of Ukraine,” the spokesperson said.


SWIFT sanctions seek to block Putin from using reserves for Ukraine attack, US official says

The United States and its allies are “disarming Fortress Russia” with new sanctions that cut off key banks from the SWIFT financial transactions network and target Russia’s central bank, a senior Biden administration official says.

The actions are aimed at preventing Putin from using $630bn in central bank foreign currency reserves in the invasion of Ukraine and to defend a plunging rouble.

“Putin’s government is getting kicked off the international financial system,” the official said.


Ukraine is grateful for financial sanctions imposed on Russia: PM

Ukraine is grateful for the latest round of financial sanctions imposed on Russia by the US and its allies, Prime Minister Denys Shmyhal has said in a Twitter post.

“Thanks to our friends … for the commitment to remove several Russian banks from SWIFT” and for “the paralysis of the assets of the central bank of Russia”, he said.

PM Johnson says UK and allies have taken decisive action against Russia over SWIFT

British Prime Minister Boris Johnson has said the United Kingdom and its allies had taken “decisive action” to shut Russia out of the global financial system by cutting its banks’ access to the SWIFT international payment system.

“We have taken decisive action tonight with our international partners to shut Russia out of the global financial system, including the important first step of ejecting Russian banks from SWIFT,” Johnson said on Twitter.

“We will keep working together to ensure Putin pays the price for his aggression.”

What is SWIFT?

The EU, along with the US and other Western partners, has announced further sanctions on Russia, including cutting off a number of Russian banks from the SWIFT interbank payments system.

Ejecting it from the Society for Worldwide Interbank Financial Telecommunication (SWIFT) network would cripple Moscow’s ability to trade with most of the world and deal a heavy blow to the Russian economy.

Russia closes airspace to carriers from Baltics, Slovenia

Russia has closed its airspace to flights operated by carriers from Latvia, Lithuania, Estonia and Slovenia in tit-for-tat punitive measures.

“Air carriers of these states and/or registered in them are subject to restrictions on flights to destinations on the territory of the Russian Federation, including transit flights through the airspace of the Russian Federation,” the federal air transport agency Rosaviation said.


Germany and Western allies agree to cut Russia out of SWIFT

Germany and its Western allies have agreed to cut Russia out of the SWIFT global payment system, a spokesperson for the German government said, in a third sanctions package aimed at halting Russia’s invasion of Ukraine.

The sanctions, agreed with Canada, France, Italy, the UK, the US and the European Commission, also include limiting the ability of Russia’s central bank to support the rouble.

They will also end the “golden passports” for wealthy Russians and their families, and will target individuals and institutions in Russia and elsewhere that support the war against Ukraine, the spokesperson said.

“The countries stressed their willingness to take further measures should Russia not end its attack on Ukraine and thus on the European peace order,” he added.


Macron asks for withdrawal of Russian troops from Belarus

France’s President Emmanuel Macron has asked his Belarusian counterpart Alexander Lukashenko to ensure the “withdrawal of Russian troops” from Belarus, the French presidency said.

Macron asked the Belarus leader “to demand as soon as possible the withdrawal of Russian troops from his soil”, and urged him to cooperate with the international community to allow humanitarian aid to the Ukrainian people, it said in a statement.


EU announces new Russia sanctions with US and others, including SWIFT

European Commission President Ursula von der Leyen has said that the EU, along with the US and other Western partners, plans to impose further sanctions on Russia, including cutting off a number of Russian banks from the SWIFT interbank payments system.


UK’s Johnson says pressure building to cut Russia off from SWIFT

Britain’s Johnson says the world should cut Russia off from the SWIFT payments system and that more countries supported such a move.

“What you have seen just today is more countries joining the call of the UK to use SWIFT,” Johnson said. He said more countries had said they would not block cutting Russia off from SWIFT.

“Things are not going all the way, President Putin,” Johnson said of the Russian invasion of Ukraine.


Greece says 10 nationals killed in Ukraine

Athens says 10 Greek nationals have been killed and six others wounded by Russian bombing near the key southeastern port city of Mariupol in Ukraine.

“Ten innocent civilians of Greek origin [were] killed today by Russian air strikes close to Mariupol. Stop the bombing now!” Greek Prime Minister Kyriakos Mitsotakis said in a tweet.

The bombing was on the outskirts of the villages of Sartana and Bugas, and one of the injured was a child, Greece’s foreign ministry said.


Russian army ordered to broaden Ukraine advance

The Russian army has been given orders to broaden its offensive in Ukraine “from all directions” after Kyiv refused to hold talks in Belarus, the defence ministry said.

Russian forces have made thrusts into the Ukrainian capital Kyiv before reportedly falling back to the outskirts, facing tough resistance on day three of the invasion.

“After the Ukrainian side rejected the negotiation process, today all units were given orders to develop the advance from all directions in accordance with the operation’s plans,” Russian Army spokesman Igor Konashenkov said in a statement.


Russian military convoys ‘flooding’ across the border

Al Jazeera’s Rania Dridi, reporting from the city of Volgograd, in southwestern Russia, says military units in the area are being deployed across the border with Ukraine.

“Convoys of Russian military gear continue to flood across the Russia-Ukraine border; armoured gear and vehicle-mounted missiles,” Dridi said. “This scene is repeated elsewhere as other convoys are crossing the border into Ukraine on other roads.”

“The convoys will take part in the ongoing military operations, the fiercest of which is currently raging on the Donbas front,” she added, citing the region in eastern Ukraine where Russian-backed separatists control swaths of territory.


People in Ukraine’s capital take cover as Russians approach

People in Kyiv have sought safety underground as Russian troops closed in and skirmishes flared on the city’s outskirts.

A curfew was set on the city, due to last through Monday morning, with the relative quiet in the capital sporadically broken by gunfire.

Small groups of Russian soldiers were reported inside Kyiv, but the UK and the US said the bulk of Russian forces were 30km (19 miles) from the city’s centre.


Lufthansa halts flights to Russia for a week

German airline Lufthansa has said it will cancel all flights to Russia and will cease using Russian airspace for the coming week, citing the “emerging regulatory situation”.

“Flights that are in Russian airspace will leave it again shortly,” a spokesperson for the company said, adding that the company was in close contact with national and international authorities and would continue to monitor the situation closely.

Berlin to Sydney, a global outpouring of support for Ukraine

In a sea of blue and yellow flags and banners smeared with blood-red handprints, protesters around the world have shown support for Ukraine and called on governments to do more to help Kyiv, punish Russia and avoid a broader conflict.

Several hundred people marched through heavy rain in Sydney, Australia, chanting “Ukraine will prevail”, while protesters in Tokyo, Japan, called for Russia to be expelled from the UN Security Council for the assault on its neighbour.

Protests took place as far afield as Latin America, India, Turkey – but also in Russia, where more than 3,000 people have been detained.

Thousands of people also took to the streets in Europe, with protesters – including many Ukrainians living abroad – in London, Nicosia, Berlin, Athens, Helsinki, Madrid and Milan draping themselves in flags and holding “stop the war” placards.

Russian forces meeting ‘strong and wide’ Ukraine resistance

Analysts say the Russian military may have been caught off guard by the level of pushback by Ukraine fighters.

Ukraine forces are reportedly putting up strong resistance to invading Russian forces as they surround and bomb the capital Kyiv on Sunday.

According to United States military information, Russia now has at least 50 percent of its estimated 150,000-strong invasion force inside Ukraine.

Analysts interviewed suggested the Russian military may have been caught off-guard by the level of pushback by Ukrainian fighters, and more troops would likely enter the fray in the coming days.

“Russia is clearly facing setbacks that it did not expect. It’s taking casualties and Ukraine is taking prisoners, including some quite senior, at least one, possibly two, brigade commanders,” said Nigel Gould-Davies from the International Institute for Strategic Studies.

“So Russia will be motivated now to accelerate the forces that it brings to this conflict. So far, it’s been using about half of the forces it has mobilised and prepared for this so in numerical terms.

“It’s quite clear that Russia has a very significant advantage. But the really impressive aspect of Ukraine’s resistance so far is how strong and how wide it has been,” said Gould-Davis, a former United Kingdom ambassador to Belarus.

Tom Bullock, an open source intelligence analyst for intelligence information firm Janes, said Russian forces so far have not been able to capitalise on their vastly superior military advantage.

He said fighting has slowed around major cities after Russian troops and equipment stormed the country on Thursday.

“The trend we are seeing is that the Russians are incurring losses, they are losing equipment and definitely losing soldiers. But so are the Ukrainians. In some places such as the south it appears the losses are heavier on the Ukrainian side.

“It does appear as though the Russians were expecting less resistance from the Ukrainians when they entered. That clearly hasn’t been the case,” Bullock told Al Jazeera.

‘Lack of momentum’

Troops and equipment are making slow progress on Moscow’s original three-front thrust because of “very determined resistance”, an American defence official told reporters on condition of anonymity to discuss internal US assessments.

“We have indications that the Russians are increasingly frustrated by their lack of momentum over the last 24 hours, particularly in the north parts of Ukraine,” the official said.

Al Jazeera was not able to independently verify the claim.

Russia said its forces pursued their advance after claiming to have paused their assault on Ukraine following an order from President Vladimir Putin. The Russian president subsequently ordered the attack to resume after Kyiv ignored Moscow’s call for negotiations. A Ukrainian official denied Kyiv had rejected talks.

In Moscow on Saturday, the defence ministry said the Russian army had been ordered to broaden its offensive.

“Today all units were given orders to develop the advance from all directions in accordance with the operation’s plans,” Russian Army Spokesperson Igor Konashenkov announced.

Russia has so far not succeeded in fully taking any Ukrainian city, although its forces have been bearing down on Kyiv as well as Kharkiv, which lies close to the Russian border.

Russia has claimed control of southern urban centres, including Melitopol and Kherson, north of the annexed Ukrainian peninsula of Crimea, but this has not been confirmed.

The conflict has been marked by radically different versions of events from both sides.

Ukraine’s health minister said on Saturday 198 civilians, including three children, have been killed so far by Russian forces.

Russia has not said how many of its soldiers have been killed in the invasion, which it calls a “special military operation”. Moscow has said its goal is to “de-Nazify” Ukraine.

Western sources agree days of fierce fighting looms for control of Kyiv with Ukraine President Volodymyr Zelenskyy, who has insisted on staying in the capital, in physical danger.

‘Repelling enemy attacks’

The bulk of the Russian troops reportedly remained 30km (18 miles) outside of Kyiv.

A defiant Zelenskyy said his forces were repelling Russian troops advancing on the capital.

“We have withstood and are successfully repelling enemy attacks. The fighting goes on,” Zelenskyy said in a video message from the streets of Kyiv posted on his social media.

“Our main goal is to end this bloodbath. The enemy is suffering heavy losses – hundreds of soldiers killed who crossed our border and entered our land. Unfortunately, we are also suffering losses. Ukrainians are courageously resisting the aggression,” said Zelenskyy.

The US and Western allies are still able to deliver arms into the country to bolster the Ukraine military, and Washington plans to send more in the coming days to help them fight both Russian armour on the ground and assaults from the air, the US official said.

US Secretary of State Antony Blinken announced on Saturday that Washington will provide $350m in additional military equipment to Ukrainian forces.

Ukraine, a democratic nation of 44 million people, won independence from Moscow in 1991 and wants to join NATO and the EU – goals Russia opposes.

Putin has said the West failed to take seriously Russia’s security concerns about NATO. But he has also expressed scorn about Ukraine’s right to exist as an independent state.

More than 50,000 Ukrainians flee country in 48 hours: UN

More than 50,000 Ukrainians have fled their country since the start of the Russian invasion, the UN’s high commissioner for refugees has said.

Filippo Grandi said the majority of those who had left had headed to neighbouring Poland and Moldova.

“Heartfelt thanks to the governments and people of countries keeping their borders open and welcoming refugees,” he tweeted.

Grandi’s update came after the UN refugee agency said on Thursday that an estimated 100,000 Ukrainians had already been internally displaced.

Russia puts ‘partial restriction’ on Facebook access

Russian authorities have announced access to Facebook will be partially restricted after the social media network banned the accounts of several Kremlin-backed media over Moscow’s invasion of Ukraine.

Russian state communications watchdog Roskomnadzor said it had demanded that Facebook lift the bans it had on Thursday placed on state news agency RIA Novosti, state TV channel Zvezda, and pro-Kremlin news sites Lenta.Ru and Gazeta.Ru. The agency said Facebook didn’t reinstate the media outlets.

Roskomnadzor cast its action as a move “to protect Russian media.” It said Russia’s Foreign Ministry and the Prosecutor General’s office found Facebook “complicit in violation of fundamental human rights and freedoms, as well as the rights and freedoms of Russian nationals”.

It did not clarify what exactly the move means.

Russia banned from Eurovision song contest

The European Broadcasting Union (EBU) has banned Russia from taking part in this year’s Eurovision Song Contest, saying the country’s involvement would “bring the competition into disrepute”.

Finland said earlier on Friday it would not send contestants to the Eurovision 2022 final if Russia was allowed to participate, while other European public broadcasters, including Ukraine’s, called for Russia to be expelled from the decades-old and hugely popular song contest.

On the first day of Russia’s invasion, in an evangelical church in Mariupol, people gathered for safety and to pray for Ukraine as fighting raged nearby.

A video being shared on social media appears to show a lone Ukrainian civilian trying to block a large Russian armoured column of military vehicles.

The footage, captured in the southern city of Kherson, has echoes of Tiananmen Square’s so-called “Tank Man” and comes as battles continue to rage throughout the country.

Russia claims Kyiv has gone silent on talks

Kremlin spokesman Dmitry Peskov has said there is a “pause” in contact between Moscow and Kyiv over possible in-person talks between the two sides following a discussion over where any such meeting should take place.

Peskov said Moscow had offered to hold the talks in the Belarusian capital, Minsk, but Kyiv had instead proposed Warsaw as a venue.

He said the Ukrainians had then taken what he described as quite a long time-out. During that pause, he claimed Ukrainian “nationalists” had deployed missile systems in residential areas within the country’s big cities, mirroring claims made by President Vladimir Putin.

Peskov did not provide evidence to support his assertion but said it was a very dangerous development. There was no immediate comment from Ukrainian authorities.

Ukrainians build makeshift roadblocks to stall Russian advance

Some Ukrainians are building makeshift roadblocks in a bid to stall Russian troops.

Vladimir, a former coalmine owner who fled Ukraine’s eastern region of Luhansk for Kyiv in 2014, when Russian-backed separatists took control of swaths of territory there, is among them.

The 47-year-old’s fortification, which features several concrete slabs and about a dozen sandbags, stands in the town of Rzhyshchiv, on the outskirts of Kyiv.

It is manned by six men, including Vladimir, who declined to give his surname. Two of those guarding the site are armed with hunting rifles.

“We won’t stop tanks with it, but we can stop other vehicles,” he told Al Jazeera, adding he had paid for the supplies from his own pocket.

Dozens of similar roadblocks have reportedly sprung up around the capital and elsewhere in Ukraine.

Curfew rolled out in Lviv: Report

Ukraine’s western city of Lviv has introduced a curfew, the Interfax Ukraine news agency reports, citing a city official.

“The curfew is introduced from 22:00 to 06:00. We will provide passes to residents of the region employed in critical infrastructure,” Interfax quoted the head of local military administration Maxim Kozitsky as saying.

Thousands of Ukrainians have fled west in a bid to avoid Russia’s assault, which has targeted Ukraine from the north, south and east.

Russia suspended from Council of Europe

Russia has been suspended from the Council of Europe, Italian Foreign Minister Luigi Di Maio says.

The Council of Europe was formed after World War II to protect human rights and the rule of law across the continent. It is separate from the European Union.

“The Committee of Ministers of the Council of Europe, of which Italy holds the presidency, has taken the decision to exclude the Russian Federation from its membership,” Di Maio said in a statement.

“Italy considers this to be a necessary measure in light of Russia’s unacceptable military aggression against Ukraine, which constitutes a serious violation of international law,” he added.

‘Take power into your own hands,’ Putin urges Ukraine’s armed forces

Putin has called on Ukraine’s military to seize power from Zelenskyy’s government.

“I once again appeal to the military personnel of the armed forces of Ukraine: do not allow neo-Nazis and Ukrainian radical nationalists to use your children, wives and elders as human shields,” Putin said at a televised meeting with Russia’s security council.

“Take power into your own hands, it will be easier for us to reach agreement,” he added.

Putin’s remarks came hours after Zelenskyy urged his country’s forces to hold their ground amid Russia’s offensive. “Stay strong, you are everything we have got,” the Ukrainian leader told troops while delivering a video address to the nation dressed in military uniform.

Ukrainian official says 2,800 Russian troops killed

Ukraine’s deputy defence minister has claimed that approximately 2,800 Russian troops have been killed in fighting so far.

Ukrainian forces had also destroyed about 80 Russian tanks, 516 armoured combat vehicles, 10 aircraft and seven helicopters as of 3pm local time (13:00 GMT), Hanna Malyar said in a statement posted on Facebook.

There was no immediate response to the claims from Moscow, and Al Jazeera was unable to independently verify the figures provided.

Germany says EU will ‘severely’ sanction Putin, Lavrov

German Foreign Minister Annalena Baerbock says new EU sanctions against Russia will personally target Putin and Foreign Minister Sergey Lavrov for their responsibility in the invasion of Ukraine.

“They are responsible for the death of innocent people in Ukraine. They are responsible that the international system is trampled and we as Europeans do not accept that,” Baerbock said as she arrived for a meeting with her EU counterparts at the bloc’s headquarters in Brussels.

‘The problem for the Kremlin is Zelenskyy’

Al Jazeera’s Bernard Smith, reporting from Moscow, says Russia’s suggestions it is ready for talks with Ukraine in Minsk were made after Moscow called for Kyiv to “lay down its arms” and warned it could never recognise Zelenskyy’s government as democratic.

“It is worth reminding people that the current Ukrainian president was elected in 2019 with a landslide 73 percent share of the vote, so he was democratically elected,” Smith said.

“But clearly, the problem for the Kremlin is Zelenskyy, and whether they will be able to have talks while he remains in power is unclear,” he added.

Zelenskyy had appealed for talks with Putin prior to the Kremlin’s suggestions of a summit in the Belarusian capital, which has hosted previous rounds of discussions between officials from Ukraine and Russia.

“I would like to address the President of the Russian Federation once again. There is fighting all over Ukraine now. Let’s sit down at the negotiation table to stop the people’s deaths,” Zelenskyy said in a video message to the nation.

EU close to agreement on sanctioning Putin, Lavrov, Luxembourg foreign minister says

Luxembourg’s foreign minister says the EU is close to reaching an agreement on sanctions targeting Putin and Lavrov.

“I think we are very close to an agreement,” Jean Asselborn told reporters in Brussels.

Austrian Foreign Minister Alexander Schallenberg also indicated that measures directly targeting Putin and Lavrov will be introduced imminently.

Man fails to clear bride price, wife taken away

The remarkable case of a bride price defaulter whose partner was recently taken away from him has highlighted what experts are calling the commercialisation of marriage experience in southwestern region.The case, whose details went viral on social media, took root after a 29-year-old Laban Sabiti, a retail businessman in Bishayu Village, Kitojo Parish, Ruhija Sub-county in Rubanda District, was left stranded with five children.These also include a 13-month toddler, who was left to the care of its father after he allegedly failed to settle bride price arrears totalling Shs6m.Mr Sabiti was left stranded after his father-in-law, Mr Geoffrey Kakona — a resident of Kirima Village, Bushuura parish in Kanungu District — reportedly reclaimed his daughter.“It is true I delayed paying bride price but I was planning to pay it in December this year. Museveni overrules NDA on Gulu varsity Covid drug

President Museveni has given Gulu University the go-ahead to continue the development of Covilyce-1, a herbal drug developed by the university and believed to cure Covid-19 in 72 hours. The President made the declaration on Wednesday while meeting a team of four scientists from Gulu University to discuss the status of Covilyce-1 development and how to progress with it. A highly placed source, who attended the meeting but asked to remain anonymous, said the President was impressed with the team but wanted to understand what its viability is. Mr James Onono, the university’s deputy spokesman, said the President gave the go-ahead to Dr Alice Lamwaka, the lead researcher of the drug, and her team to continue to produce the drug without interference. “The President insisted that the drugs be registered and patented in the principal investigator’s name while the university gets a share of it, to protect, encourage and promote the scientists to do greater works,” Mr Onono said. Mr Onono said the meeting with the President yielded three key action points including a directive that the university is availed more than Shs3b to industrialise the production of the drug.

“The meeting agreed that Dr Lamwaka and her team be supported for further clinical development of Covilyce-1 with Shs3.7b immediately. They have also agreed that observatory tests for the drug be conducted at Gulu Regional Referral Hospital,” he said. Repeated attempts to speak to Dr Lamwaka for a comment were futile since she could not answer our calls.However, the President’s position on the development of the Covilyce-1 drug contradicts a directive by the National Drug Authority (NDA) that the university cease production and marketing of the product until it formalises its production. On Monday, NDA warned the university against putting the drug on the market. “This product has not been approved. It shouldn’t be on the market and the innovators have been warned. Before we certify a product, it shouldn’t be used as we can’t guarantee its safety,” NDA tweeted. Mr Abiaz Rwamiri, the NDA spokesman, later told Daily Monitor that a team from the authority had been sent to the university to establish who authorised the production of the drug and what procedures they are following. “What we don’t agree with is that this product is being used on anyone without completing the study because there are guidelines for testing the drug and we have not given any approval for the drug to be used outside the laboratory,” he added. On Tuesday, the university rejected a set of conditions issued by NDA to be met before fronting Covilyce-1 on the market, which include declaring the contents of the drug by naming the details of each plant as well as declare the formula they are using to create it.But Dr Lamwaka said: “We told the team that we cannot name the plants because Covilyce-1 is still a lab-based product, which is not officially in the market. It is too early to show them the formula because we are still continuing with research on the herbs. We are indeed giving the patients the herbs, but we are just helping because we are facing a pandemic.” Mr Rwamiri said the NDA agreed with the university to withdraw the product until scientific analysis and approval has been made. But the NDA yesterday said they were happy about the funding that the university had secured following the President’s directive. “If it is indeed true that they [Gulu University] have secured the funding, we as NDA congratulate them. We hope it will help them in developing their herbal medicine and ensure that they follow all guides to achieve safety, quality and efficacy of the drug.”

Arsenal handed Buendia boost

Arsenal’s hopes of signing Norwich City midfield architect Emiliano Buendia this summer have been handed an encouraging boost after it emerged that the Canaries would be open to selling him if his true valuation was met.

Throughout the January transfer window, which saw Arsenal sign three new players, the club was heavily linked with signing Buendia after tracking his developments for several months.

However, the Canaries were not keen on the idea of letting go of their star asset midway through the season, especially when he is key to their promotion push.

Now, though, Norwich sporting director Stuart Webber has opened the door for Buendia to leave, alongside the likes of Max Aarons and Todd Cantwell, if his valuation is met.

“We have our valuation and if people don’t want to pay that, they don’t get them,” Webber told The Athletic.

“We don’t see it as us being unreasonable, we do know what our players are worth, what we’ve done for them, and what we want to be compensated for if they were to go.

“It’s inevitable that interest will come for those three because they’re terrific players and very experienced now for their age.

“When their journey here ends, we’ll make sure they get to a good place. Most importantly, their legacy has to be leaving Norwich in the best place it can be.”

According to the latest reports, Norwich value Buendia at around £40million.

Bruce makes Willock confession

Newcastle United boss Steve Bruce has admitted that he considered the idea of naming new signing Joe Willock on the bench for last Saturday’s 3-2 win over Southampton.

Willock joined the Magpies on transfer deadline day on loan from Arsenal for the rest of the season, bringing an end to Bruce’s month-long search for a central-midfielder.

The Gunners star made an immediate impact on Tyneside, scoring the opening goal to set the Magpies on their way to a huge three points, repaying Bruce for the faith he had shown in him.

As quoted by ChronicleLive, Bruce said: “We’re delighted. When a new signing walks through the door you wonder whether to put them on the bench or not.

“Then we said: ‘We’ve brought the kid into play, so let him play.’

“To score after 15 minutes he will remember his debut, it’s the quickest by any debutant so great for him.”
